of breaking records and smart men

I was on the lift on my way home from work when a man and a woman got in. As there were only three of us, I couldn't help but hear their conversation.

W: Japan broke a world record
M: Is it? For which sport?
W: Swimming. The world record was nineteen plus, the new record is only eighteen plus seconds.
M: Oh, did the swimmer get a gold?

In a perfect world, I would have looked at the man and said WHAT DO YOU THINK GENIUS?

Many Olympians broke world records in Beijing and didn't win a medal of any colour, never mind gold.

You are right too.

But if you broke the world record and declared as the new record holder, it only means that you came in first.

Anonymous must be referring to those who broke the "previous" world record in that particular event. It became "previous" when the event winner and new record holder broke it as he/she finished first. All those who came after him/her couldn't have broken that new world record without being declared the winner.
